Public-contract winners with politically exposed persons on the board or among beneficial owners – one-hop, at the time of refresh.
We start from public-procurement winners (Estonian companies) and check which of those have at least one person currently on their Äriregister kaart (board, supervisory board, shareholder) who also appears in the PEP registry – members of the Riigikogu, cabinet, party boards, state-enterprise governance bodies, etc.
This is strictly one-hop: no chains through subsidiaries or relatives. The PEP isn't the bidder personally – they hold a registered role on the winning company.
The award total sums the contract final amount over all years available in the procurement register. Contracts without a recorded amount are excluded.
